Adobe Cs2 is free on the adobe website after registration. Yes, it’s 10 years old but its better than gimp or Microsoft paint if you can’t afford the latest and greatest $500-2000 version of adobe suites. Thanks to Kimleng Nhean for the post on this.

There currently is not a way to set your default color mode to RGB, but Photoshop will remember what mode your last document was created in and use those settings. Unfortunately, if you are taking a photo from another program like the internet it will often default to Gray scale.
